Executive summary
10 items needing estimator attention before the number is set. Four should be resolved before you price. A $150,000 temporary-power allowance is stated twice with different wording. Shutdown notice is 48 hours in the electrical scope and 72 hours in Division 01. Addendum 1 removed theatre lighting from the electrical scope, but the scope list still carries it. Eight of the ten findings are written up as RFI-ready questions.
Scope of this review
- Reviewed: MEP Project Manual and Addenda 1 to 4 (~888 pages) for the Electrical bid category.
- Not in the set: Plan sheets are not part of the reviewed set, so anything that depends on plan content cannot be settled from these documents.
- Evidence standard: Quotes are verbatim and checked against the original PDFs.

Addenda Delta: The pattern worth noticing
Two of the four Priority 1 findings exist because an addendum changed the answer but the base document was not updated.
Addendum 1 removed theatre lighting, yet the scope list still carries the fixture package. Addendum 2 narrowed the pre-purchase boundary in an RFI answer, yet the scope text still carries the catch-all. We don't just read the bid package. We reconcile changes across the issued documents.

Temporary power: $150,000 appears twice
BEFORE PRICING
Source
Project Manual p. 206 (§002226.01 item 17.a) and p. 218 (3.02.D.3.a.2)
Issue
The package states $150,000 for temporary power in two locations with different wording. The second sentence ends without saying what the money is for.
Impact
If both are the same allowance and you carry it twice, you are $150,000 high. If they are two allowances and you carry it once, you are $150,000 low.
Action
RFI before pricing. Confirm whether the two $150,000 figures are one allowance or two, and what the second covers.
"Include an amount of One Hundred Fifty Thousand ($150,000) for power usage costs. Any unused portion of these funds will be credited to the Owner"
§002226.01 item 17.a · Project Manual p. 206
"Include an allowance of $150,000 in this Contractor's bid for temporary power"
§002226.01 3.02.D.3.a.2) · Project Manual p. 218
Drafted RFI Package
Eight questions drafted, each citing the exact clause on both sides of the conflict. Here are two examples:
RFI 1 · Temporary-power allowance
Finding #01
Section 002226.01 item 17.a requires an amount of $150,000 for power usage costs, with unused funds credited to the Owner, and item 17.b states that the Owner will pay for power usage costs. Section 3.02.D.3.a.2) requires an allowance of $150,000 for temporary power with no further description.
Please confirm (1) whether these are one allowance or two separate allowances, (2) what the 3.02.D.3.a.2) allowance covers, and (3) whether the Contractor or the Owner pays power usage costs.
RFI 3 · Theatrical lighting scope
Finding #03
Addendum 1, Section B, states "Removed theatre lighting reference from Electric scope." Section 002226.01 scope list item 25 still lists 26 5010 Theatrical Fixture Package, and 26 5020 Theatrical Lighting Distribution and Control remains in the specification index.
Please confirm whether 26 5010 and 26 5020 are included in or excluded from the Electrical bid (BP 03B).
